Transforming asset information management at Anglian Water.

Anglian Water partnered with Aiimi to digitise and automate its critical asset information management – replacing fragmented physical ‘blue boxes’ with a single, trusted digital platform. The result: improved compliance, reduced risk, and significant operational efficiencies. 

Within the highly regulated water industry, managing documents and information related to assets is a constant challenge. Traditionally, water companies have relied on hard-copy documents on site for critical information such as asset records, Health & Safety documentation, operational procedures, and compliance materials. In Anglian Water, these documents were stored in physical containers that came to be known as the ‘blue box’. 

Over time, these blue boxes have become increasingly difficult to manage. Information is often inconsistent, duplicated, out of date, or missing altogether. Documents are added manually, reviews are inconsistent, and almost impossible to audit at scale.  

As regulatory requirements have evolved and assets changed, there has been no reliable way to ensure every site holds the right information, in the right format, at the right time. Meanwhile, the majority of documents are required to be kept fresh, reviewed and updated every three years.  

The Challenge 

Anglian Water recognised the need for a better way to manage these documents at scale. Asset and site information was fragmented across physical blue boxes, shared drives, document management systems, and specialist applications. These documents are subject to controls, with set documents expected for each site, including Health & Safety, surveys, and operational documents – but each site differed in the quality, completeness, and timeliness of its information. 

Manual audits were resource-intensive and reactive, often taking up to 17,000 hours per audit cycle to collect and redistribute physical copies. Risks were often only identified after they had already materialised. Compliance reviews, including BSI, Environment Agency, and Environmental Performance Assessment audits, often resulted in actions being raised due to document control issues. There was no systematic way to prove ongoing compliance or respond quickly to new regulatory requirements – creating increased operational risk, reduced confidence in information used by frontline teams, and higher costs associated with rework, duplication, and governance overhead. 

Although asset and site information was already available to the organisation electronically, the sheer quantity of content that could be related to a single site (major sites have multiple thousands of documents) meant that without an intuitive search, a user would struggle to quickly and easily find the information they need. 

The Solution 

Anglian Water worked with Aiimi to modernise the way asset and site information was governed and accessed across its estate. The key objectives of the Virtual Blue Box programme were to: 

  • Establish a single, trusted digital source of truth for all asset, safety, and site information. 

  • Ensure consistent, complete, and compliant information is available for 100% of sites, with governance controls applied by default. 

  • Reduce manual effort, operational risk, and cost associated with finding, updating, auditing, and maintaining asset information at scale. 

  • Ensure completeness of documents, highlight compliance gaps, and flag out-of-date information. 

Aiimi’s Workplace AI platform was used to deliver the Virtual Blue Box, replicating the purpose of the physical blue box while eliminating its limitations. As a bespoke digital product, the platform provides a complete digital representation of a site’s required information, enabling it to be continuously maintained and governed by the system itself. Documents are scanned and made available for easier retrieval, supporting field technicians, back-office teams, and ensuring the review process is monitored. 

Key automated data governance capabilities of the platform include: 

  • Automated classification and tagging: All documents and records are automatically classified by type, asset, and location, improving discoverability and consistency. By tagging ‘blue-box’ documents, it enables users to limit their search – serving 10-20 results rather than thousands – while also removing the need for a human to manually add those metadata tags. 

  • Policy-driven completeness checks: The platform continuously checks each site’s required documents, identifying missing, outdated, or duplicate content, and triggering remediation workflows automatically. Users can track document status via Power BI reports, highlighting missing documents, those outside the three-year review cycle, and those approaching review deadlines. 

  • Full audit trails and compliance reporting: Every action – upload, modification, access, or deletion – is logged, providing a complete, searchable audit trail to support regulatory and safety assurance. 

  • Continuous compliance monitoring: When policies or regulations change, the platform can assess compliance across 7,000 sites instantly, rather than waiting for the next audit cycle. 

The Results 

Since deploying the Virtual Blue Box with automated data governance, Anglian Water has achieved significant operational and governance improvements, including: 

  • Dramatic reduction in manual governance effort: Manual audit and information assurance activities can be reduced by up to 6,000 hours annually. 

  • BSI Audit minor risks reduction: In the most recent BSI audit, 0 minor risks were raised in relation to document control processes. 

  • Reduction in EA and EPA visit actions: Up to 40% reduction in the number of actions raised from EA and EPA visits to sites in relation to documentation. 

  • Faster, more reliable access to information: Engineers, contractors, and managers can locate critical information in minutes, instead of hours. 

  • Supporting better operational decisions: Greater trust in decisions, with information more accessible and readily available for operational teams. 

  • Consistent and complete site information: Required information is present and readily available across sites. 

  • Reduced compliance and safety risk: Automated controls and audit trails enable continuous assurance and faster response to regulatory changes, reducing exposure to compliance breaches. 

  • Cost avoidance and efficiency gains: Reduced rework, duplication, and governance overhead can deliver up to £450,000 in annual estimated cost avoidance. 

The Virtual Blue Box does not simply digitise documents; it transforms information governance from a manual, reactive process into an automated, proactive capability. By embedding governance rules into the platform itself, Anglian Water ensures that data quality, completeness, and compliance are maintained continuously – even as assets, regulations, and operational demands change. 

What’s Next? 

With the Virtual Blue Box now embedded across the organisation, we’ll continue developing its capabilities, refining and automating data governance controls in the near future. Anglian Water is also exploring further enhancements using the Workplace AI platform and AI technologies. This includes driving governance across the entire information estate to reduce risks caused by duplicate information, redundant, obsolete, and trivial (ROT) data, and overexposed information.
